Mr. President, I thank my cosponsor Senator Tester, and he is 1,000 percent right. We have been down this road. We have worked so hard to get everybody on board. States are on board. It does empower States. It does allow them to do what they need to do.

I urge my colleagues to be a "no'' vote on the Coburn amendment.
